1) Do not use
this system on other than metropolitan meetings
2) The two horses to bet on are the ones with:
a) The horse with the highest average earnings
per start
b) The horse with the highest prize money
earnings in total
3) If one horse qualifies under both rules, it becomes a double bet
4) Back both horses using the "dutch betting" method to
win a set amount per race
